Managing human resources in-house can be both time-consuming and costly for small and mid-sized businesses (SMBs), prompting many to outsource their HR functions to third-party providers. Two common solutions are Professional Employer Organizations (PEOs) and Employer of Record (EOR) services, both of which offer comprehensive HR support—including compliance, talent management, payroll, and benefits administration.

PEOs operate under a co-employment model, sharing HR responsibilities with the client company. While the PEO manages day-to-day HR functions, the client retains control over strategic decisions and core business operations.

EORs, on the other hand, serve as the legal employer of a company’s workforce. They assume greater liability than PEOs and are often used by larger organizations with globally distributed teams, especially in regions where the company lacks a physical presence.

Outsourcing HR enables SMBs to concentrate on their core offerings and customer relationships while leveraging advanced HR technologies such as applicant tracking systems, digital onboarding, document management, and employee self-service platforms. However, this approach does come with trade-offs.
